The CIA's range of hacking tools revealed as part of WikiLeaks' Vault 7 series of leaks have been used to conduct 40 cyberattacks in 16 countries,as per the data from Symantec. A security firm known as Longhorn has been using tools that appear identical ones used by CIA.
The WikiLeaks founder said the vulnerabilities that are used by CIA in cyber attacks should be fixed as soon possible and it's the main concern. The tools are uploaded on to the the Vault 7 WikiLeaks section.
Vault 7 is a series of documents that WikiLeaks began to publish on 7 March 2017, that detail activities and capabilities of the United States Central Intelligence Agency to perform electronic surveillance and cyber warfare. The files, dated from 2013–2016, include details on the agency's software capabilities, such as the ability to compromise cars, smart TVs,[1] web browsers (including Google Chrome, Microsoft Edge, Mozilla Firefox, and Opera Software ASA),[2][3][4] and the operating systems of most smartphones (including Apple's iOS and Google's Android), as well as other operating systems such as Microsoft Windows, macOS, and Linux.

A criminal investigation is already underway to try to determine the source of the leaked documents and code, and the CIA insists that data gathering is only conducted outside of the US. The agency's mission is, in its own words, to "aggressively collect foreign intelligence overseas protect America from terrorists, hostile nation states and other adversaries."

The government hackers were able to hack whattsapp, telegram and other social networking and messaging services which have encryptions. They were able to do steal data before the encryption was applied.
They even used FakeOffmode in SmartTvs to monitor the target's audio and video and buged all of them
Dotcom also added that "Obama accused Russia of cyberattacks while his CIA turned all internet enabled consumer electronics in Russia into listening devices. Wow!"
